    Robbery Suspect ordered to read and write book reports..

    In Richmond a suspect in a robbery and assault case (that included gunfire) is out on bond.  On the condition that he read and write book reports.

    That's reportedly the order from U.S. District Judge Yvonne Gonzalez Rogers who allowed 23-year-old Otis Mobley to be freed.

    According to AP..

    " ..  under the bond order, Mobley is required to spend an hour reading and a half hour writing each day as he awaits trial on robbery and assault charges."

    1) Slap a user tax on the some $10–15 billion that is estimated to leave the state in remittances to foreign countries, or at least through executive action make foreign cash remittances grounds for disqualification from state public assistance.

    2) Cancel high speed-rail asap.

    3) Open up immediately the estimated now off-limits 35 billion barrels of oil off the central California coast, the vast majority of which can be safely and cleanly exploited by on-shore horizontal drilling.

    4) Cap the amount one can receive from a California public pension, or multiple pensions at $100,000.

    5) Eliminate three-quarters of the thousands of public California board members, who stymie commerce and are mostly costly and unproductive term-limited insider politicians.

    The fight over California’s death penalty continues.  Now a legal challenge has been filed in the 3rd District Court of Appeals. The lawsuit seeks to remove a ballot measure on the death penalty from the November ballot.  If passed by voters – the proposal could abolish the death penalty in California.

    California Lawmakers.. Place their bets on Internet Poker?

     

    Some believe the prospect of legal internet poker could be a good bet for the cash-strapped state of California. It appears that the state is being offered ‘a piece of the action’ for Internet poker. Some lawmakers in Sacramento are reportedly working on a bill that could make internet poker legal – and at the same time generate hundreds of millions of dollars for the state.

    Its not the law yet, but ...

    The California State Senate has just approved a bill designed to increase fines for distracted drivers.  " Senate Bill 1310 by Democratic Senator Joe Simitian "would increase fines for driving while using a cell phone without a hands-free device from $10 to $20 and subsequent fines from $50 to $60."

    ( After penalties and court fees, the violations would translate to roughly $251 or $372)

    The bill also " prohibits bicyclists from using a handheld communications device while
              riding a bicycle..."

    ( A town in New Jersey recently made it illegal to text and walk at the same time)

    California Jobs.. Amazon’s Center in Patterson

     

    If you’re looking for work, the good news is - the planned Amazon center in Patterson could help.  The bad news is most of those jobs won’t be available until sometime next year.  In the meantime, some believe once its up and running the center could provide at least 1,000 jobs.

    California.. Two Thumbs up for GOP Congressmen Kevin McCarthy..

     

    The Bakersfield Californian likes Republican Congressman Kevin McCarthy. In a recent editorial the paper points out his track record of working with others – even before he was in Congress. The bottom line (the paper says) is he gets things done “not just within his own party but across the aisle.”  The paper put a label on McCarthy that some would like to see more of in Washington DC.

    Governor Jerry Brown now says California's deficit has mushroomed to $16 billion. 

    That’s about $7 billion higher than previous estimates. He says its because of the slow economic recovery.

    There’s apparently a debate over whether or not police officers at California State Hospitals should be allowed to carry guns.  Some think giving police at California state mental hospitals a gun is a good idea.  Others think.. its an accident waiting to happen.

    Mmmm.

     

    Well, a least you’d have something to do when the Grapevine pass is shut due to weather.

    Right?

    Anyway, this one has some thinking.  What if an outlet center where built near the Grapevine pass?  You know, nice shops with high class products with low prices.  That’s what some are now reportedly talking about at the base of the Grapevine. 

    The folks at Tejon Ranch Co. are reportedly looking into the idea.

    Remember all those Occupy protesters in Los Angeles?  Well, the cost of cleaning up and policing the protesters in Los Angeles is now about $4.7 million.  That’s according to a new report in the Los Angeles Times.  Taxpayers are stuck with the bill.

    Getting tough on drivers who text and talk while driving.

    The California Highway Patrol has announced the result of a recent crackdown on drivers who text or talk on their cell phones while driving. The CHP says it issued about 30,000 tickets for motorists illegally using their cell phones in the car.

    California’s High-speed spending..

     

    The LA Times has a story about the kind of spending that will be needed to get California’s proposed Bullet train up to speed.  Try $3.5 million a day.  The article suggests that California residents will end up spending about $6 billion just to complete a 130-mile stretch of the rail line. In the process the state will have to get over 100 permits and buy over 1,000 parcels of land.

    That is according to a labor unions that are now targeting Democratic Los Angeles Mayor Antonio Villaraigosa.  They claim his planned layoffs would hit women harder than men.

    This month a superior court judge gave supporters of pension reform hope.  The ruling upheld a voter-approved initiative designed to lower pensions for new city workers.  The ruling is for Menlo Park but some think the ruling could impact future cases that could come from Pacific Grove and Bakersfield.

    Why California may .. Says no to another tobacco tax..

     

    The Sacramento Bee has an article that suggests passing Prop 29 this year could be a tough sell for supporters of higher taxes on cigarettes.  Over the years, tobacco taxes have increased in plenty of other states – but not California. Over the last decade – about 100 tobacco tax hikes have been enacted – but not in California.

    Well.. there you go.

    In the town of Fort Lee, New Jersey they have banned walking and texting.

    "It's a big distraction. Pedestrians aren't watching where they are going and they are not aware," said Thomas Ripoli, chief of the Fort Lee Police Department.

    They say its all about public safety.

    So far over 117 tickets have been issued at $85 dollars each.

    Deficit is now $16 billion...

     

    For some in California its Déjà vu  all over again.

    This week Governor Jerry Brown announced his ‘Honest’ budget from last year is now $16 billion in the red.  Republicans did not support his plan.  They offered their own plan to cut state spending and balance the budget without tax hikes.

     

    Now, one year later the Governor's new plan is convince voters to approve $63 billion in new taxes (over 7 years)   According to an LA Times article the big hurdle is what to cut and how to convince voters to approve about $9 billion in higher taxes per year for seven years.

     

    Ironically, it was this time last year (see below) that the Republican state leadership outlined their plan to deal with a projected $15.4 billion deficit without tax hikes.

    From... May 12th 2011   ...Assembly Republican Leader Connie Conway, of Tulare, represents the 34th Assembly District in the California Legislature.

    Today, I sent a letter to Speaker Pérez on behalf of Assembly Republicans, laying out what we are calling our “Roadmap to a No Tax Increase Budget.”

    We have heard a constant drumbeat from Sacramento liberals that sky will fall unless the voters agree to a $55 billion tax increase.  This is a myth.  In fact, they want you to pay a massive tax hike so they can grow government by 31 percent.  This shows how out of touch liberals really are with working families.

    When I’m in the grocery store or at community events, my constituents tell me that they want their hard-earned tax dollars to go to the essentials, such as good local schools for their kids and ensuring police and sheriffs have the tools they need to keep us safe.  They don’t want their tax dollars wasted on inefficient, big government programs.

    Our “Roadmap to a No Tax Increase Budget” is all about getting our budget priorities focused on what really matters, bringing in new revenue by creating jobs and helping state government live within its means again.  Our plan shows that we can balance the budget and protect core priorities – without raising taxes.

    Specifically, our Assembly Republican budget roadmap would:

    Protect Education – Assembly Republicans are concerned about the impact the budget will have on classroom dollars.  The announcement that California has brought in $2.5 billion in new tax revenue is good news.  Assembly Republicans will insist that this “real money in the bank” is used to fully fund the Constitutional minimum funding guarantee for schools.

    Democrats, in contrast, have proposed an additional $4.1 billion cut to K-12 education, and $847 million in cuts to higher education.  Assembly Republicans will fight any attempt by Democrats to suspend the Proposition 98 constitutional funding guarantee.

    Ensure State Workers Contribute Their Fair Share – In these tough times, state government must also cut back.  Local governments, school districts and the private sector have had to reduce their workforce.  It is astonishing that Democrats actually want people to pay higher taxes so they can grow our state workforce by 1,000 new government workers and shield public employees from budget cuts.

    Government workers must also be asked to contribute to a budget solution.  Our roadmap includes $1.1 billion in budget savings from the state workforce.  It’s also time to enact public employee pension reform.  We must address out-of-control pension costs before they bust the budget.  Every dollar we spend on pension is money we don’t have for our schools and other essential services.

    Keep Californians Safe – Our roadmap also provides $500 million to support law enforcement programs that would have been funded through the Democrats’ proposed car tax increase.  We also reject Governor Brown’s dangerous public safety realignment plan.  Californians shouldn’t have to live in fear because the state is facing budget problems.  By providing zero funding for this scheme, our plan would stop the potential early release of dangerous criminals into our communities.

    Eliminate Waste and Abuse ­, Reduce Program Costs — With vital programs on the budget chopping block, taxpayers are demanding that their tax dollars be spent as wisely and efficiently as possible.  By adopting proposals to end waste and abuse in areas like Medi-Cal eligibility and inmate health care, we can save nearly $1 billion collectively.  Enacting reforms to increase efficiency and introduce competition, such as allowing agencies to contract out for non-essential services, would save $1.2 billion collectively.

    Adopt Remaining Solutions Proposed by Governor Brown
    – It is ironic that Governor Brown has proposed additional budget cuts and program savings that lawmakers in the Governor’s own party have failed to enact.  If Jerry Brown actually wants to cut government spending, Republicans are happy to help him accomplish his goal.  Our roadmap includes many of the Governor’s proposals, which would save up to $3.2 billion.
    Our “Roadmap to a No Tax Increase Budget” is only part of the equation.  To get California on the road to recovery, we must also work to reform state government, address unsustainable gold-plated public employee pensions and bring back private sector jobs to our state.  We will continue to fight for these reforms to get California on the road to economic recovery.

    Now the budget debate truly begins in Sacramento.  Democrats want to raise your taxes by $55 billion so they can fund bigger government and more giveaways to public employee unions.  Republicans want to balance the budget without raising taxes, while protecting the priorities of working families like education and public safety.  The choice is clear, and Assembly Republicans will fight hard on behalf of hard-working California taxpayers every step of the way.
